World Bank devotes World Development Report 2018 to education

The World Development Report 2018 focuses on poor learning outcomes in developing countries and how to address them. The report, produced annually by the World Bank, is the first to be devoted solely to education. 'LEARNING to Realize Education’s Promise' details three main messages and recommends policy actions to address them:

  • 'Schooling is not the same as learning'.
  • 'Schooling without learning is not just a wasted opportunity, but a great injustice'.
  • 'There is nothing inevitable about low learning in low- and middle-income countries'.
