German Development Minister presents final ‘Marshall Plan with Africa’, calling for more investments in the continent

German Development Minister Gerd Müller has presented a strategy entitled ‘Marshall Plan with Africa’, which proposes a "new level" of cooperation between Africa and donor countries. The plan suggests better cooperation on three focus areas: 1) economic activity, trade, employment; 2) peace and security; and 3) democracy and rule of law. Implementation of this plan would not only result in increased ODA to Africa, but also envisions significant private sector investments. Critics say that the plan remains vague on what specific measures would look like and question whether the plan will actually be implemented.
