Council of the EU agrees on legislation for Health Emergency Preparedness and Response Authority's competencies during crises

Member states in the Council of the EU reached a political agreement on the regulation that would enable activation of crisis powers for the new Health Emergency Preparedness and Response Authority (HERA) during health emergencies. 

During a crisis, the regulation would enable HERA to procure and purchase crisis-relevant medical countermeasures and raw materials, activate a network of reserved manufacturing facilities for vaccines and therapeutics, establish a Health Crisis Board, and create emergency monitoring mechanisms.
