Policy Context


WASH is mentioned as a priority under the Feminist International Assistance Policy Action Area 2, human dignity, and 4, environment and climate action. Canada's FIAP has driven an increased focus on inclusive sanitation and menstrual hygiene. For example, the provision of gender-responsive sanitation and hygiene services is a core component of Canada's humanitarian assistance in crisis- and conflict-affected areas. However, this interest does not extend to sustained funding for traditional WASH and sanitation programs.

Canada’s ODA to WASH has fluctuated since 2017, reaching a low in 2020 and increasing above pre-COVID-19 pandemic levels in 2021. Canada does not typically invest in the programmatic WASH agenda; however, sanitation funding can be found dispersed throughout other areas of work.



How is Canada’s bilateral ODA to sanitation evolving?


In 2021, Canada’s ODA to sanitation was US$66 million. Between 2017 and 2021, Canada’s funding for sanitation decreased slightly, remaining around US$60 million.


How does Canada allocate bilateral sanitation ODA?


Unlike other sanitation donors, Canada funds sanitation primarily through its humanitarian support, focusing mainly on emergencies and response as opposed to traditional WASH system funding.
