Despite fiscal constraints and competing priorities, 2023 was the 5^th consecutive year ODA surpassed record levels, largely due to increases in assistance to Ukraine, humanitarian assistance, and multilateral ODA.

Key trends from the 2023 preliminary data include:

• Total ODA from DAC donors increased to US$223.7 billion, or 0.37% of countries' combined GNI, a 1.8% increase in real terms compared to 2022;
• The US remains far and beyond the highest ODA contributor;
• G7 donors accounted for 76% of total ODA and EU Member States accounted for 42% of DAC funding, a 7.7% decrease from 2022;
• ODA rose in 14 DAC member countries and fell in 17;
• ODA to Ukraine increased by 9% from 2022-2023 to US$20 billion, marking the largest amount of assistance to a single country in a single year in history;
• ODA to the West Bank and Gaza increased by 12% to US$1.4 billion;
• IDRCs decreased by 6% from 2022-2023. However, IDRCs remain above previous peak levels in 2015-2017 and accounted for more than 25% of total ODA in seven DAC countries in 2023. An OECD survey suggests funding for Ukrainian refugees was largely additional to originally planned ODA spending; and
• Of the 22 DAC members below, Ireland had the highest percentage of total ODA going toward IDRCs in 2023 at 52%, while the EUI had the highest percentage of total ODA to Ukraine at 54%.
