Spanish 2023 budget bill increases ODA by US$890 million

On October 6, 2022, Spanish Minister of Treasury and Public Function María Jesús Montero presented the general state budget draft for 2023.

As reflected in the government’s budget bill, official development assistance (ODA) will increase from 0.28% of Spain’s gross national income (GNI) in 2022 to 0.34% of GNI in 2023. In absolute terms, Spanish ODA will increase to €4.4 billion (US$4.3 billion), a €912 million (US$890 million) increase compared to government estimates for 2022.

‘La Coordinadora,’ an umbrella organization for Spanish development NGOs, reacted positively to the announcement. However, NGOs encouraged the Spanish government to meet its goal of increasing development finance to 0.5% of GNI by the end of its term of office in December 2023 or January 2024.
