Policy Updates

On November 7, 2024, Canada announced a total of CAD231 million (US$166 million) to support a series of flagship initiatives for peace and security in Africa, as well as building stronger and mutually beneficial partnerships by supporting economic empowerment, climate change action, and gender equality.

The funding was announced by Canadian Minister of Foreign Affairs, Minister of International Development, and Minister of International Trade and Economic Development on the margins of the Canada-African Union Commission High-Level Dialogue in Toronto, Ontario.

Canadian Minister of International Development Ahmed Hussen announced nearly CAD177 million (US$127 million) in funding to advance women’s and youth’s economic and social empowerment, support climate-change adaptation, and skills enhancement through the following projects:

• Supporting the UPSNJP - CAD75 million (US$54 million);
• Leading on funding the Renewed Women's Voice and Leadership in Crisis- and Conflict-affected Contexts - CAD25 million (US$18 million);
• Advancing women and youth’s economic and social empowerment in Senegal - CAD20 million (US$14 million);
• Backing the Climate Resilience through Empowering Women project - CAD15 million (US$11 million);
• Providing resources to AWBG - CAD14 million (US$10 million);
• Contributing to the United Nations Multi-Donor Trust Fund for Kenya - CAD10 million (US$7 million);
• Contributing to FIRST - CAD10 million (US$7 million);
• Strengthening the South Africa Skills Enhancement Program - CAD5 million (US$4 million); and
• Supporting Morocco's WESE - CAD2 million (US$1 million).

Hussen also announced initiatives to strengthening partnership to reduce poverty, provide humanitarian assistance, support economic development, and empowering youth by:

• Creating a new Africa trade and development program at GAC which will support development initiatives that contribute to food security, job creation, gender equality, and environmental sustainability; and
• Enhancing and expanding education and skills training programming to harness economic empowerment.

Additionally, Canadian Minister of Foreign Affairs Mélanie Joly announced CAD54 million (US$39 million) in funding for flagship initiatives and projects in the following key focus areas: peace and security, good governance, strengthened people-to-people ties, and enhancing Canada’s diplomatic footprint. This includes by:

• Supporting youth and women in peace processes;
• Supporting community-led conflict-prevention in Darfur and civilian-led political process throughout Sudan;
• Investing in counterterrorism capacity and threat resilience;
• Working to prevent violent extremism and support SGBV;
• Naming a Special Envoy for Africa and for the Sahel; and
• Formalizing Canada’s relationship with the AU Commission through a new memorandum of understanding.

On October 10 and 11, 2024, the G7's Health Ministerial Meeting took place in Ancona, Italy. The discussion focused on three overarching priorities: Global Health Architecture and Pandemic Preparedness and Response, healthy and active aging, and the One Health Approach.

The G7 Health Ministers Communiqué, released at the end of the meeting, highlights the G7's commitment to supporting SDG #3 through universal health coverage, primary health care, and sexual and reproductive health. This also includes maternal, neonatal, child, and adolescent health, strengthening the global health architecture by investing in PPR, promoting regional manufacturing of health products, and equitable access to quality health services.

The communiqué emphasized the health-related impacts of conflicts with a reference to the crises in Ukraine, Gaza, Lebanon, and Sudan. Furthermore, in the communiqué, the G7 Ministries committed to continue to support Gavi, the Vaccine Alliance and the Global Fund, whose replenishment processes will occur in the upcoming months.

The Civil 7 engagement group, a platform through which civil society can engage with the G7, reacted with a communiqué in which they expressed an appreciation for the re-commitment to ending HIV/AIDS, tuberculosis, and malaria through robust support for the Global Fund in its replenishment next year. This support is crucial to ending the three epidemics as agreed upon in the 2030 Agenda for Sustainable Development.

Finally, the G7 Health Ministers also adopted a policy brief on the opportunities presented by AI for both healthcare providers and patients.

On August 23, 2024, Canadian Minister of International Development Ahmed Hussen reaffirmed Canada’s solidarity with Ukraine and announced nearly CAD16 million (US$12 million) to support children and family services and address urgent humanitarian needs.

The funding includes:

• CAD10 million (US$7 million) over 5 years to UNICEF for a project that helps support the reintegration of Ukrainian children returning from neighboring countries, including those displaced and illegally transferred to Russia. The funding will enhance quality family-based care options and child protection services for vulnerable children; and
• Nearly CAD6 million (US$4 million) in humanitarian assistance to provide shelter, WASH, emergency health and protection services, including child protection and GBV mitigation and response.

On July 16, 2024, Canadian Minister of International Development Ahmed Hussen announced CAD41 million (US$30 million) in funding to Guatemala, Honduras, and El Salvador, including CAD36 million (US$26 million) in development funding and more than CAD5 million (US$4 million) in humanitarian funding to support gender equality, economic empowerment, reproductive health, family planning, and health services.

The funding included:

• CAD11 million (US$8 million) to the Sabores de Honduras: Empowering Women and Youths in Coffee and Honey Value Chains project;
• CAD6 million (US$4 million) to the Tula Foundation’s Empowering Indigenous Adolescents and Women for Equitable SRHR in Guatemala project to reduce the rates of teenage pregnancy and maternal mortality among the Indigenous population;
• CAD5 million (US$4 million) for the Inclusive Economic Development project to increase the economic empowerment of women and youths in Guatemala;
• CAD5 million (US$4 million) for the Justice, Governance and Fight Against Impunity in Honduras project to increase access to justice for women and other vulnerable populations;
• CAD5 million (US$4 million) for the Improving Livestock Sustainability and Climate Adaptation project to empower members of cattle ranching families, particularly women, youths, and Indigenous Peoples;
• CAD4 million (US$3 million) for the Feminist Partnerships to Strengthen the Agenda for Gender Equality project to improve responses to threats against women’s rights and gender equality, particularly in El Salvador, Guatemala, and Honduras; and
• CAD5 million (US$4 million) in humanitarian assistance to provide emergency food assistance, health, and protection services to the most vulnerable people in the region.

On May 27, 2024, Canadian Minister of International Development, Ahmed Hussed announced more than CAD55 million (US$40 million) to address urgent civilian needs in Syria amid the ongoing conflict.

The new funding will address urgent civilian needs in Syria and the region, including providing food, WASH services, protection services including the prevention and response to GBV, and health services including the provision of access to SRH healthcare. Development assistance funding will also be allocated through existing projects in Iraq, Jordan, and Lebanon that benefit Syrian refugees and strengthen these countries’ ability to support displaced Syrians.

More than 13 years into the Syrian crisis, over 16 million people, or 70% of the population, urgently require assistance, and nearly 7 million Syrian refugees remain sheltered in neighboring countries. The new funding brings Canada’s total commitment to over CAD147 million (US$108 million) in international assistance funding to Syria and neighboring countries in 2024.

On May 16, 2014, Canadian Minister of International Development Ahmed Hussen concluded a trip to Ethiopia and Tanzania, where he announced nearly CAD195 million (US$143 million) to several development projects focused on education, SRHR, climate, peace, and security.

The funding included:

• CAD65 million (US$48 million) to UNFPA to implement the Protecting the Dignity and Rights of Women and Girls project in Ethiopia, which will support family planning services and prevention and response to SGBV;
• CAD30 million (US$22 million) to the International Finance Facility for Education to implement a new financing mechanism for global education, which will support lower-middle income countries to fund quality education;
• CAD25 million (US$18 million) to ACELI Africa to implement the Agri - SME Catalytic Financing Mechanism, helping high-impact agricultural SMEs and promoting economic growth and food security;
• CAD21 million (US$15 million) to CARE Canada for the Her Resilience, Our Planet project, which promotes climate-resilient agriculture and supports the empowerment of women to address climate change;
• CAD20 million (US$15 million) to the [[AU] to help implement its 2063 agenda and strategic plan to advance sustainable and inclusive development;
• CAD15 million (US$11 million) to UNICEF’s Improving Adolescent SRHR in Tanzania initiative, to enhance access to gender-responsive SRHR information and services for adolescents; and,
• CAD14 million (US$10 million) to the UNDP’s demobilization and reintegration project in Ethiopia.

On May 14-15, 2024, the C7 summit was held at the UN FAO headquarters in Rome, Italy, organized by the Italian Civil Society Coalition that led, coordinated, and moderated the C7 2024 process.

Approximately 400 global representatives took part in the event, as well as international decision-makers, including FAO Director-General Qu Dongyu, Italian G7 sherpa Ambassador Elisabetta Belloni, Cardinal, President of the Italian Episcopal Conference, Pope’s envoy for the Russian-Ukrainian conflict Matteo Maria Zuppi, and Director of the UN SDG Action Campaign Marina Ponti.

The official C7 communiqué that listed the international civil society recommendation to the G7’s Leaders around seven key issues was released at the event, which included:

• Economic justice and transformation;
• Climate, energy transformation, and environmental justice;
• Global health;
• Principled humanitarian assistance;
• Peace, common security, and nuclear disarmament;
• Human mobility and migration; and
• Food justice and food systems transformation.

On March 18, 2024, Canadian Minister of International Development Ahmed Hussen announced CAD66 million (US$49 million) in funding for six international development projects to support sexual and reproductive health and rights, mental health, and education for women and girls in Mozambique.

Projects included:

• CAD20 million (US$15 million) to the University of Saskatchewan for their Sexual and Reproductive Health for Young Women in Inhambane project, which aims to improve sexual, reproductive and maternal health and rights in the province of Inhambane;
• CAD20 million (US$15 million) to Pathfinder International for Impacto II: Supporting Family Planning Services in Mozambique, which aims to improve gender equality, self-determination, and access to sexual and reproductive health services in the Tete and Manica provinces;
• CAD13 million (US$10 million) to the UNDP through Action for Girls and Young Women’s SRHR, which removes barriers that prevent young women from accessing sexual and reproductive health rights services;
• CAD7 million (US$5 million) to the WHO’s Improving Data for Better Health Systems project, which aims to improve the quality of data to facilitate decision-making on sexual, reproductive, maternal, neonatal and child health;
• CAD5 million (US$4 million) to the University of Washington for the project Empower Mental Health, focused on strengthening existing health care and community-based systems of mental health care for underserved populations in the provinces of Manica and Sofala; and
• CAD1 million (US$1 million) to the Voluntary Service Overseas for their Empowering Adolescent Girls to Learn and Earn project, which aims to expand the basic literacy and numeracy of 3,000 out-of-school adolescent girls.
