On June 28, 2024, based on a new report from the IPC, USAID Administrator Samantha Power raised concerns about growing acute food security reported in April and May 2024 in Sudan, along with dire projections for June 2024 through February 2025.

Power noted that the food insecurity crisis is historically severe, with more than half of Sudan's population facing severe levels of hunger, which are the highest levels ever measured.

Power pointed to the conflict between the Sudanese Armed Forces and the Rapid Support Forces and the inability to get humanitarian assistance to the region. Although the US and other partners are continuing to support the people of Sudan with provisions of food, malnutrition treatment, health care, and other assistance, especially to vulnerable populations, more is needed to assist the cross border assistance relief effort.

Power also called upon the warring factions to negotiate an immediate ceasefire.

On June 15, 2024, during a peace summit in Ukraine with Ukrainian President Volodymyr Zelenskyy, US Vice President Kamala Harris announced a new US$1.5 billion package of support to the people of Ukraine through energy, humanitarian assistance, and civil society.

The assistance will come through both USAID and the State Department and includes US$500 million in new assistance for the energy sector. US$324 million in previously announced energy funding will be used to address emergency assistance aimed to repair damaged infrastructure, as well as to expand and protect other infrastructure.

US$379 million in humanitarian assistance will provide food, health, shelter, and WASH services to the people of Ukraine. The final part of the package will assist with civilian security assistance to help law enforcement and border guards operate on the front lines.

On June 14, 2024, USAID and the US State Department announced an additional US$315 million for emergency assistance to the people of Sudan in response to the ongoing regional crisis.

The war, having lasted for over a year, has caused extreme hunger for nearly 5 million people. Overall, about 25 million people in Sudan are in need of immediate assistance, which has internally displaced about 10 million people and has cause food insecurity in Sudan's border countries. The new funding is slated to help address acute malnutrition and hunger-related deaths.

The assistance will provide food, nutrition services, WASH services, and health care, especially focused on children. Other lifesaving assistance will be provided to refugees both in Sudan and in neighboring countries.

On May 28, 2024, USAID announced an additional US$176 million to communities in the Sahel and Lake Chad Basin areas of West Africa in response to increased humanitarian needs brought about by declining security conditions.

The emergency relief will include food, nutrition, safe water, health care, and assistance to the most vulnerable populations. The assistance will be implemented through the UNFP, UNICEF, and OCHA, and will go to people in Burkina Faso, Cameroon, Chad, Mali, Niger, Mauritania, and Nigeria.

The US is the largest donor to the region. Representatives noted the serious humanitarian crises and called on other donors to help meet the funding shortfall.

On May 27, 2024, as part of the European conference on Syria, the US pledged US$593 million in additional humanitarian assistance for the people of Syria, amounting to almost 15% of the total appeal for funding for this year.

According to USAID, 90% of the Syrian population live below the poverty line, and 70%, of half of which are children, will need humanitarian assistance. The conditions were brought about by the ongoing conflict and a 2023 earthquake. The assistance is slated to include food, water, shelter, health care, and protection for vulnerable people.

This US has provided a total of US$17.8 billion for the Syrian response since the beginning of the conflict.

On May 17, 2024, it was announced that the US has begun to deliver needed humanitarian assistance through a temporary pier into Gaza, which it characterized as a supplemental channel for emergency assistance and not a substitute for land deliveries.

This effort is being led by USAID and the US Department of Defense, and involves Cyprus, Israel, the UN, the UAE, the UK, and the EU. The conflict conditions in Gaza have engendered a dire need for food, shelter, medicine, and other emergency assistance.

The decision to set up the humanitarian maritime corridor was motivated in part by the slow delivery of humanitarian assistance into Gaza. Assistance delivered by truck has been reduced to approximately 100 trucks a day since the beginning of the conflict, approximately one-sixth of full operation. USAID's initial contributions through the pier will be hundreds of metric tons a day, including nutrient rich food for the most vulnerable children and adults. Other assistance includes shelter, water, and hygiene kits.

On May 14-15, 2024, the C7 summit was held at the UN FAO headquarters in Rome, Italy, organized by the Italian Civil Society Coalition that led, coordinated, and moderated the C7 2024 process.

Approximately 400 global representatives took part in the event, as well as international decision-makers, including FAO Director-General Qu Dongyu, Italian G7 sherpa Ambassador Elisabetta Belloni, Cardinal, President of the Italian Episcopal Conference, Pope’s envoy for the Russian-Ukrainian conflict Matteo Maria Zuppi, and Director of the UN SDG Action Campaign Marina Ponti.

The official C7 communiqué that listed the international civil society recommendation to the G7’s Leaders around seven key issues was released at the event, which included:

• Economic justice and transformation;
• Climate, energy transformation, and environmental justice;
• Global health;
• Principled humanitarian assistance;
• Peace, common security, and nuclear disarmament;
• Human mobility and migration; and
• Food justice and food systems transformation.

On May 9, 2024, USAID and the US State Department announced that they will provide an additional US$31 million to support Rohingya refugees in Bangladesh.

The additional funds are slated to assist the almost one million refugees who have fled Myanmar and have been living in crowded refugee camps for years. The assistance will include healthcare, WASH services, nutrition, and other live-saving protection. Particular focus will be on treating malnourished children through Ready-to-Use Therapeutic Foods.

Since the start of the refugee crisis, the US has provided almost U$2.4 billion for assistance to the region. US partners include UNHCR, IFRC, IOM, and UNICEF.

On April 3, 2024, due to deepening humanitarian needs in Lebanon, USAID announced an additional US$67 million in assistance to the people of Lebanon and Syrian refugees in the region.

The resources are slated to provide food, WASH, health care, and psychosocial and humanitarian support.

The ongoing humanitarian crises in the region have been exacerbated by the conflict in Gaza, which has internally displaced 91,000 Lebanese people. Food assistance will be delivered through the WFP. Health services will be provided through International Medical Corps and Relief International.

USAID, which already has provided over US$202 million in food assistance in FYs 2022 and 2023, called upon other donors to help meet the needs of the most vulnerable as demand outpaces resources.

On March 25, 2024, amid a growing humanitarian crisis in Sudan, Open Canada is criticized the government of Canada for its inaction to address the public health and nutrition crisis, as well as the government’s lack of focus on the African continent as a whole.

The humanitarian crisis in Sudan followed the outbreak of war in April 2023, with 8 million people displaced, roughly half the population (approximately 25 million people) in urgent need of humanitarian assistance, a cholera outbreak, and a widespread famine predicted by June 2024.

Open Canada criticized the government for its passivity in the crisis, with neither Canadian Prime Minister Justin Trudeau nor Foreign Affairs Minister Melanie Joly having spoken publicly about Sudan since shortly after the outbreak of war. While Canada evacuated its Sudanese embassy in April 2023, it did not follow other donor countries in maintaining the presence of a senior official in the region to assist in conflict resolution or support key international humanitarian and development organizations. Open Canada also noted that, unlike the EU, UK, and US, Canada has not imposed sanctions on Sudan.

The group also criticized Canada's apathetic approach to the region more broadly. Canada announced a new Foreign Policy Engagement Plan for Africa in 2022, however, the strategy has since been transitioned into a “framework” with the Canadian government yet to release any details of the plan. Open Canada called on the Canadian government to implement a proper engagement strategy in Africa, particularly amid the growing humanitarian, development, and security crisis in Sudan.
